New National Decree for Compulsory Social Education

A new National Decree for the Compulsory Social Education (SVP) will be introduced, according to an advice regarding the position of the SVP that was drawn up at the end of last month.

The SVP applies to youngsters between 16 and 24 years of ago, who no longer attend school or have not completed their education.

The committee, who had drawn up the advice, concluded that the current National Decree of May 18th 2011 was not entirely correct from a legal point of view.
The SVP is meant for youngsters aged 16 and over but the current compulsory education law is applicable up to 18 years of age. Therefore, implementation and practice must be in conformity with one another.

Both the implementation and the policy development of the SVP are placed with the Ministry of Education, but a closer cooperation with the Ministries of Social Affairs and Justice is also required. The drawn up business plan also provides for the establishment of a Task Force in this field. The latter should be installed within short under leadership of a representative of the Ministry of Education.

The committee further advises to withdraw the National Decree of May 18th and draw up a new decree that regulates the tasks of all ministries. The Ministry of Social Affairs (where the personnel of the former Directorate of Youth and Youngsters Development are placed) will be responsible for monitoring the observance of the National Decree. The Ministry of Education (where the Inspection of Education is subsumed) is responsible for the supervision on the quality of the offered possibility routes.

The Minister of Education will be appointed representative to conclude contracts on behalf of the government for the implementation of the SVP and the account of funds from Usona allocated for the SVP. The Ministry of Finance is to be given the order to adjust the budget of the relevant ministries in conformity with the decisions to be taken by the Council of Ministers.
