Criminal Otto transferred to Netherlands

PHILIPSBURG--Devon Otto, who is serving a 30-year prison sentence for the murder of Stanley Gumbs, robbery of three tourists and shooting a police officer was transferred to the Netherlands on Sunday to serve the remainder of his prison sentence there.

Otto himself had also requested the transfer, due to the fact that he feels his safety is not guaranteed in Pointe Blanche.

Otto was deemed to be at risk. A dangerous prisoner himself, he was attacked with a machete by fellow inmates in 2012, when then Minister of Justice Roland Duncan recommended the transfer, due to the fact that Otto was described as a dangerous prisoner.

It is understood that a transfer request had been made before, but initially the transfer was turned down by the Dutch authorities.

Otto was previously transferred to Curaçao, where he shot and seriously injured another inmate, which added an additional nine-year-sentence onto his 30 years. In 2013, Otto was attacked by fellow inmates, using home-made machetes.

Otto is described as a dangerous prisoner, a status which afforded him special conditions for his detention and a reality which led to his transportation to Holland where he is now being held in facilities which are more capable of dealing with a prisoner of his status.

Otto’s attorney Shaira Bommel confirmed that her client had been transferred to the Netherlands. She explained that, as he has no address in the Netherlands, the “Dienst Justitiele Zorg” (Justitial Care Service) has to allocate a prison in which Otto will be held. She said she expected to find out towards the end of the week in which prison her client would be held.

Spokeswoman for the Prosecutor’s Office, Tineke Kamps, confirmed that Otto had been transferred to the Netherlands. She mentioned that his situation in Pointe Blanche Prison was difficult, especially with the ongoing renovations, and that the transfer was for a period of six months, after which the situation will be reviewed.
