Island Council approves wastewater regulation

KRALENDIJK — The Island Council recently approved the draft Island Regulation wastewater Bonaire. This new regulation contains rules that are necessary to implement the Sewerage Project Kralendijk.

A lot of work was shifted the past months to build the sewage purification installation at LVV and lay the drains and sewers. The Island Regulation wastewater is necessary because it contains the rules on connection to the sewer of the households and companies in the coastal strip. Another reason is that the Law Housing, Regional Development and Environment BES outlines since July 1st that the Public Body is to have a wastewater regulation. Consequently, Bonaire complies with the agreements with the European Union, which finances the project for the greater part.

The connections to the sewer will be realized after the summer holidays. The administrative negotiations with the Netherlands on this compulsory connection with the Netherlands aren’t completed yet. The households and companies involved needn’t take any action now. The government will send them a letter beforehand, informing them of the state of affairs.

The wastewater regulation regulates the collection, transportation and purification of wastewater. This goes beyond the households and companies in the coastal strip that must be connected to the sewer. The government is also compelled to collect the wastewater with tank trucks in the appropriate areas. This mainly regards the built-up area and lots within 500 meters on both sides of the road to Rincon and Lagun.

The regulation also contains the obligation for everyone dumping wastewater to make sure no damage is done to the environment. In principle this means not polluting the soil, ground water and surface water. Neither may substances nor products be dumped in the wastewater that could impede the operation of the purification installation.

The sewerage project is an action from the Environment Policy Plan Bonaire to protect the public health and the health of our coral reeves. It’s also good for tourism and the economy of the island. The responsible deputy James Kroon is pleased the Island Council adopted his wastewater regulation.
 

 

Eilandsraad akkoord met afvalwaterverordening

KRALENDIJK — De Eilandsraad heeft onlangs ingestemd met het ontwerp Eilandsverordening afvalwater Bonaire. Deze nieuwe verordening bevat regels die nodig zijn voor de uitvoering van het Rioleringsproject Kralendijk.

De afgelopen maanden is hard gewerkt aan de bouw van de rioolwaterzuiveringsinstallatie bij LVV en aan de aanleg van een rioleringsstelsel. De Eilandsverordening afvalwater is nodig, omdat hierin de regels staan voor het aansluiten op het riool van de huishoudens en bedrijven in de kuststrook. Een andere reden is, dat de Wet volkshuisvesting, ruimtelijke ordening en milieubeheer BES sinds 1 juli voorschrijft, dat het Openbaar Lichaam over een afvalwaterverordening moet beschikken. Daarnaast voldoet Bonaire zo aan de afspraken met de Europese Unie, die het project grotendeels financiert.

Na de zomervakantie begint de fase waarin de aansluitingen op het riool worden gerealiseerd. De bestuurlijke onderhandelingen met Nederland over deze verplichte aansluiting met Nederland zijn nog niet afgerond. De huishoudens en bedrijven die hiermee te maken krijgen, hoeven nu zelf geen actie te ondernemen. De overheid zal tijdig een brief sturen en hen informeren over de gang van zaken.

De afvalwaterverordening regelt het inzamelen, transporteren en zuiveren van afvalwater. Dat gaat verder dan de huishoudens en bedrijven in de kuststrook, die verplicht op het riool worden aangesloten. De overheid heeft ook de plicht om in aangewezen gebieden het afvalwater op te halen met tankwagens. Het gaat daarbij vooral om de bebouwde kom en om percelen binnen de 500 meter aan weerszijden van de weg naar Rincon en naar Lagun.

De verordening bevat ook de plicht voor iedereen die afvalwater loost, om ervoor te zorgen dat het milieu geen schade lijdt. Dat betekent dat de bodem, het grondwater en het oppervlaktewater in principe niet mogen worden vervuild. Ook mag de werking van de zuiveringsinstallatie niet worden belemmerd door verkeerde stoffen of producten in het afvalwater te lozen.

Het rioleringsproject is een actie uit het Milieubeleidsplan Bonaire ter bescherming van de volksgezondheid en de gezondheid van onze koraalriffen. Dit komt ook ten goede aan het toerisme en de economie van het eiland. Verantwoordelijk gedeputeerde James Kroon is tevreden dat zijn afvalwaterverordening door de Eilandsraad is aangenomen.
