Cft receives budget from De Lannooy

The College financial supervision (Cft) agreed with Finance-minister Ersilia de Lannooy (PNP) that the College will receive the budget before Christmas. After the College receives the budget, it will provide it with a formal advice. The agreement is also that in due course, the Land will effect a proper transfer of duties to the BES-islands and the future countries Curacao and St. Maarten.

The members of the Cft paid the council of ministers and the Governing Bodies of Curacao and St. Maarten a short visit last week. The Decision temporary financial supervision Neth.Antilles, Curacao, and St. Maarten went into effect on December 10 and Land, Curacao, and St. Maarten are under supervision of the Cft that made procedural arrangements with all the entities regarding the 2009 budgets during the visit since then.

There were informal deliberations with Curacao before the taking effect. Upon request of the BC of Curacao, the Cft will provide the budget of the island territory with an advice after the BC has made a few adjustments. By means of a first supplemental budget, Curacao plans to put through before the end of 2008 a few changes in the already decided on budget by the Island Council. Curacao will give the Cft the 2009 budget including this supplemental budget for evaluation and advice. After the College has provided this adjusted budget with an advice, the Island Council will consider and decide on it.

The Island Council of St. Maarten has decided on the 2009 draft-budget last Friday and will present it to the Cft for advice within the foreseeable future. The Cft and the island territory of St. Maarten deliberated informally on this budget in the weeks before the consideration of the concept-budget in the Island Council

The College works with a base of two different supervision regimes: the new regime, which applies to the Land, Curacao, and St. Maarten, and the supervision that counts for the Bes-islands since December last year already. The evaluation is in both cases the same, but not the procedures. The authority of the Cft restricts itself to advice and recommendation on the concept- and decided on budget in Curacao, St, Maarten and Land. When the Cft decides that the standards were not considered in the Decision, the College will inform the BC in question of this. If the BC in question still doesn’t change it, the College will inform this to the Council of Ministers for the Kingdom, who can encroach upon the entity concerned, with the possible effect that the implementation of the budget will be postponed.

On the BES-Islands, the Cft has the authority to provide the concept- and the decided on budget with approving or disapproving statements. The minister of Homeland Affairs and Kingdom Relations is authorized to finally decide on a budget drawn up by the Cft.
