Dutch Parliament approves family allowance for islands

THE HAGUE--The Second Chamber of the Dutch Parliament on Thursday evening adopted the motion of the ChristianUnion (CU) and the Labour Party PvdA to introduce an allowance for families with children in Bonaire, St. Eustatius and Saba per January 1, 2016.
 
Families will be receiving US $38 per child per month as of that date. This means that low income families will be getting a total of US $456 per year per child to help cover the expenses. This will help to tackle poverty on the islands where many families are living below the poverty line.
 
Member of the Second Chamber Carola Schouten (CU) presented the motion, co-signed by her colleague Roelof van Laar (PvdA), during the handling of the 2015 draft budget of Social Affairs and Employment Thursday afternoon. A majority of the Second Chamber adopted the motion during the voting session that same evening.
 
The motion called on the Dutch Government to replace the current fiscal deduction of US $38 per child per month from the income tax by a family allowance of the same amount. The motion took into consideration that families living off social security, "onderstand," or earning a wage in the tax free sum now can't make use of the fiscal deduction because they don't pay income tax.
The Second Chamber wants Dutch State Secretary of Social Affairs and Employment Jetta Klijnsma to implement the family allowance in consultation with the Executive Councils of Bonaire, St. Eustatius and Saba.
 
Klijnsma had already started the consultation with the local governments. But the Executive Councils had objected to the state secretary's proposal to set the family allowance at US $20 per child per month. Klijnsma's argument was that with this amount the allowance could be implemented in a so-called budget neutral manner.
 
The Second Chamber has now instructed the state secretary to raise the amount to US $38. The allowance will cost a total of 800,000 euros per year. Klijnsma promised that she would find a way to finance this amount. In order to give her some time to prepare its introduction, it was decided to implement the family allowance per January 2016.
 
 
Caribisch Nederland krijgt kinderbijslag
 
Gezinnen in Caribisch Nederland met kinderen hebben vanaf 1 januari 2016 recht op een kinderbijslag van 38 dollar per kind per maand. Dit na een verzoek van de ChristenUnie (CU) en de PvdA.
 
Het verzoek is gisteren aangenomen in de Tweede Kamer tijdens de behandeling van de begroting van het ministerie van Sociale Zaken en Werkgelegenheid.
 
De kinderbijslag komt in de plaats van het huidige belastingvoordeel voor mensen met kinderen, de kinderkorting. De nieuwe regeling moet ervoor zorgen dat juist ook de armere gezinnen erop vooruit gaan. PvdA en CU hopen hiermee een bijdrage te leveren aan de armoedebestrijding op Bonaire, Saba en Sint Eustatius.
 
De huidige kinderkorting houdt in dat mensen met kinderen per kind 38 dollar per maand extra mogen aftrekken voor de inkomstenbelasting. Maar bijstandsgezinnen en mensen met een laag inkomen hoeven vaak geen inkomensbelasting te betalen en hebben daardoor geen voordeel van de kinderkorting. De kinderbijslag gaat rechtstreeks naar de gezinnen, ongeacht hun inkomen. De kosten voor de kinderbijslag in Caribisch Nederland zijn ongeveer 800 duizend dollar per jaar.
